Aggregating DERs for Resource Adequacy and Customer Resilience

Due to the fire season, Peninsula Clean Energy (PCE), Silicon Valley Community Energy (SVCE), and other Community Choice Aggregation and municipal utility partners launched a program to deliver resilience to customers during Public Safety Power Shutoffs. In coordination with those partners, PCE and SVCE issued a competitive solicitation for distributed Resource Adequacy (RA) capacity from solar and storage systems to deliver resilience to residential and commercial customers. The targeted dispatch of behind the meter storage systems will provide PCE and SVCE with an innovative alternative approach to meeting its RA obligation through reducing its peak demand and will also reduce PCE and SVCE's wholesale energy procurement volumes. Utilizing this aggregated Load Modifying Resource to also deliver resilience to customers is a first of its kind initiative that will reduce the cost of batteries and encourage customer participation.
