Shifting our Cost-effectiveness Perspectives
July 13, 2017  •  1:00 pm (ET)

As many of us are acutely aware, cost-effectiveness can be a driver, staller, or even a killer of efficiency opportunities. The traditional cost-effectiveness approach employed over the past several decades has been a trusted and relied-upon resource to quantify and support value of demand side management efforts. However, there has been recent rumblings of whether the traditional test is accurately and appropriately capturing the true value. The panelists in this brown bag will describe several initiatives that attempt to refocus our perspectives on and approach to cost-effectiveness, as well as stakeholder response to these approaches.

Key takeaways and objectives:
  • Learn about the cost-effectiveness framework outlined in the National Standard Practice Manual (NSPM, published by the National Efficiency Screening Project), impetus of the manual, and variation from California Standard Practice Manual
  • Consider cost-effectiveness frameworks from the perspective of policy-level and program-level objectives
  • Understand NEEP’s activities related to cost-effectiveness and their scan of current practice relating to non-energy impacts
  • Learn about metrics proposed and being piloted in California that use, and supplement, cost-effectiveness as a measurement of program effectiveness
