Maryland’s New Homes Program Brown Bag

Unlike energy benefits associated with efficiency programs, non-energy benefits are much harder to quantify. Yet they are often times as important, if not more important, than energy benefits. Policymakers and public service commissioners are also starting to recognize this. The state of Maryland recently codified this by including both Total Resource Cost and Societal Cost Tests in its standards for program cost effectiveness and directing utilities to include non-energy benefits when evaluating programs. As energy efficiency programs mature, it is important the metrics used also advances and becomes more sophisticated in capturing the full value of a program.

Hear how the Maryland ENERGY STAR® New Homes Program has started to address this issue and has helped to generate economic value beyond direct utility incentives. This session will also discuss recent study findings quantifying the impact of ENERGY STAR Certification on homes prices and explore how the ENERGY STAR New Homes Program helped drive a market transformation in Maryland.
